The Luton Business Improvement District (BID), in partnership with Luton Council, The Mall, and The Culture Trust, is thrilled to announce a public art commission opportunity for artists with a connection to Luton. This exciting project involves creating a visually striking piece on the elevation of the Shopping Centre, visible from Bute Street, one of Luton Town Centre’s main thoroughfares.

The commissioned artwork, to be placed prominently on the Shopping Centre, will engage with over 15,000 pedestrians on Bute Street weekly. The fully inclusive budget for this project is £40,000, covering all aspects such as fees, design, fabrication, installation, and associated costs. The collaborative effort includes co-commissioning by Luton BID, The Mall, Luton Council, and the Culture Trust, Luton. The expected timescale for the project is design and development from January to March 2024, with fabrication and installation to be completed by Summer 2024.

Artists are encouraged to submit proposals that consider the context of the site, the architectural elements of the Shopping Centre, and engage with the local community. The artwork should embody the pride, diversity, creativity, and innovation of Luton, be symbolic and iconic to the town, and involve a process that actively engages the business community, residents, and visitors. Proposals must address the specified criteria, including the existing public art and signage on the façade.

Applications are open until 14th December 2023, at noon. Interested artists should submit a letter of application outlining how they will meet the specification, a current CV with examples of previous work, the budget breakdown, detailing the allocation of funds for fees, fabrication, installation, and other costs, will be a significant factor in the selection process via email to or via the link :

The project is a collaborative effort led by Luton BID, in conjunction with Luton Council, The Mall, and The Culture Trust, Luton. These entities are committed to enhancing the cultural landscape of Luton Town Centre, making it a more inviting destination for residents, businesses, and visitors.
